Position Information DEFINITION
Under general supervision, performs professional engineering work in the design, evaluation and construction of street, storm, sewer, water, and other public work projects; reviews engineering reports, drawings and calculations for surveying, mapping, traffic engineering, streets, sewers and other public works facilities to ensure compliance with codes, regulations and ordinances; performs other related duties as required. DISTINGUISHING CHARACTERISTICS
The Assistant Engineer is the entry level class in the professional engineering series. Incumbents are expected to perform the full scope of assigned duties. Assignments are generally limited in scope and performed within an established procedural framework. This classification is distinguished from the next higher classification of Associate Civil Engineer in that the latter requires registration as a Civil Engineer in the state of California, performs more difficult and complex civil engineering tasks. SUPERVISION Receives general supervision from the City Engineer. Incumbents of this class may exercise functional and technical supervision of employees in the Engineering Assistant series. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
(may include, but are not limited to, the following) Performs any and all duties in the Senior Engineering Assistant class. Performs a broad range of routine design activities on a variety of public works projects including street, storm drainage, sewer, water, and park irrigation systems. Performs fieldwork; inspects Capital Improvement Projects, development projects and residential projects within the City right of way; ensures work is being performed in compliance with ADA, OSHA and other regulations. Prepares plans and specifications; prepares quantity and cost estimates; assists in the development of design procedures; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness. Prepares and submits paperwork for federally funded projects through Caltrans Local Assistance Program and for community development block grant projects through Fresno County. Assists the resident engineer on large and complex public works construction projects or acts as resident engineer on medium to small construction projects; coordinates capital improvement projects with contractors, utility companies, other agencies and the general public. Interprets, plots and supervises field survey data; performs field inspections; administers construction contracts; prepares daily progress and final reports when assigned to field duties. Interprets codes and regulations in the performance of plan check activities; coordinates plan review process with other departments and agencies. Administers and enforces City codes and standards on engineering projects. Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; provides training to lower level staff; responds to questions and concerns from the general public, contractors and developers; provides information as is appropriate and resolves public service concerns. Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of : Principles, procedures, practices and standards of municipal engineering. Surveying methods and techniques. Strength of materials and stress analysis. Municipal engineering laws, ordinances, codes, specifications and plans; applicable federal, state and local laws, codes, and regulations including Reedley Municipal Code, ordinances, and codes related to building construction. Engineering project inspection methods. Working knowledge of contract administration. Modern office practices, methods and equipment, including computers and applicable software. Operational characteristics and use of standard equipment used in the engineering profession. Occupational hazards and standard safety procedures. Skill to : Operate an office computer and a variety of word processing and software applications including CAD and GIS. Safely and effectively operate engineering tools and equipment. Operate a motor vehicle safely. Ability to : Prepare accurate plans, specifications, cost estimates and engineering reports. Make accurate engineering computations. Analyze and evaluate design drawings and specifications. Learn and apply established principles and practices of municipal civil engineering. Promote and enforce safe work practices. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships. Experience and Training Guidelines :
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience : The equivalent of three years of paraprofessional Engineering experience; or Education : Three or more years of college-level coursework in Civil Engineering. License or Certificate : Possession of, or ability to obtain within one year of hire or promotion, a valid Engineer-in-Training certificate issued by the California State Board of Registration for Civil and Professional Engineers. Possession of, or ability to obtain, a valid Class C California driver's license. Special Requirements :
Essential duties require the following physical skills and work environment: Position requires frequent sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment, and acute hearing is required when providing phone and face-to-face service. The need to lift, carry, pull and push tools, supplies and other equipment weighing up to 25 pounds is also required. Additionally, the incumbent in this position works outdoors in all weather conditions including wet, hot, and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock, or mechanical hazards. The nature of the work also requires the incumbent to climb ladders and drive motorized vehicles.

Social Security: The City participates in Social Security and pays 100% of the employer's required contribution only. Deferred Comp Matching : The City will match elective deferrals to the MissionSquare (ICMA) 457 plan up to 3% of the employee's base pay. This plan has a 5-year vesting period from the employee's full-time date of hire. Holidays: New Year's Day Martin Luther King, Jr. Day Washington's Birthday Memorial Day Independence Day Labor Day Veterans' Day Thanksgiving Day Friday after Thanksgiving Christmas Eve Christmas Day New Year's Eve (Half-Day, 4 Hours) Floating Holiday (must be used annually on a fiscal basis by June 30th or lost) Admission Day Floating Holiday (Birthday) cannot be accumulated or carried over from calendar year-to-year.
Sick Leave: Twelve days per year with unlimited accumulation. If employee retires within 120 days of separating from City of Reedley service, sick leave balance may be converted to retirement service credit. Vacation : Maximum accrual is capped at 320 hours. At the City Manager's discretion, vacation accrual for Mid-Management positions may include credit for prior public agency service. 12 days/year for the first 2 years 13 days/year beginning with the 3rd year 14 days/year beginning with the 4th year 15 days/year beginning with the 5th year 16 days/year beginning with the 6th year 17 days/year beginning with the 7th year 18 days/year beginning with the 8th year 19 days/year beginning with the 9th year 20 days/year beginning with the 10th year
Vacation Buy-Back: Employees who have sufficient accrued vacation, may have up to 80 hours in a fiscal year bought back by the City. Employees may submit requests up to two (2) times in a fiscal year but may not exceed a total of 80 hours for both requests combined. Employees must have 120 hours of accrued vacation after the buy-back. Administrative Leave: 5 days per fiscal year; cannot be accumulated or carried over from fiscal year-to-year. Administrative Leave for new hires shall be prorated based on full quarters left in the fiscal year. Upon receiving a positive annual performance evaluation, Mid-Management staff may receive up to 2 additional days at the supervisor's recommendation to the City Manager, who shall have final approval authority. Medical Benefit: Full coverage available for employees and eligible dependents. For the 2025 plan year, Blue Shield of California HMO and PPO plans are available, as well as a Traditional HMO plan and a Deductible HMO plan through Kaiser. The employee pre-tax premium contributions range from $0.00/month to $614.71/month, depending on the plan chosen and family status. Dental Benefit: The City provides dental benefits through Ameritas and pays 100% of the premium for the plan. Vision Benefit: The City provides vision benefits through through Blue Shield Vision (EyeMed) and pays 100% of the premium. Cash-In-Lieu: A Cash-In-Lieu program is available to employees only with proof of other coverage. Life Insurance: A Group Term Life Basic Life Policy of 1 x Annual Salary or the minimum amount of $50,000 is provided for Mid-Management employees of the City of Reedley. Long-Term Disability: The City pays 100% of the long-term disability premium. Bilingual Pay: $80.00/month for employees who demonstrate their ability to speak a language to the City business as approved by the City Manager. $100.00/month for employees who demonstrate their ability to speak, read, and write in a language beneficial to the City business as approved by the City Manager.
Longevity Pay: 5.00% Longevity Pay upon completion of 10 years, of cumulative full-time service. 7.50% Longevity Pay upon completion of 15 years of cumulative full-time service. 10.00% Longevity Pay upon completion of 20 years of cumulative full-time service.
Cell Phone Stipend: On approval of the City Manager, employees with duties that require the use of a cell phone may receive a monthly stipend rather than a City-provided so that a single device for personal and business purposes. Employees with duties that generally only require the use of voice (call) and text features may receive a $75 monthly stipend; whereas employees whose duties also require access to e-mail, calendar and data applications may receive a $150.00 monthly stipend. This stipend will be considered taxable income to the employee. Employees receiving the stipend must comply with all applicable laws pertaining to the Public Records Act. Uniform Allowance : Public Safety employees covered by the Unrepresented Salary & Benefits resolution shall receive $1,200 per year payable in one installment. Certification Pay: Employees who maintain an active status as a Professional Engineer (PE), Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) designation may receive a 3.0% of base pay incentive if their certification is beneficial to City business, not required as a minimum qualification of their position, and as approved by the City Manager. ALL EMPLOYEES ARE REQUIRED TO ENROLL IN DIRECT DEPOSIT. ENROLLMENT IS REQUIRED UPON HIRE. Documentation to substantiate bank account information is required to be submitted with the direct deposit enrollment form.
