Position Summary:
ISI Professional Services is seeking a Project Engineer with strong construction cost estimating expertise to support the Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Alterations Working Group (AWG). This role is key to delivering accurate and defensible cost estimates, supporting capital repair and construction projects, and ensuring compliance with DoD and WHS requirements. The position involves supporting Government project managers by preparing estimates, conducting field evaluations, and contributing to planning and oversight for multiple small-scale construction efforts (typically under $500,000). Candidates must be comfortable performing independent cost analysis and supporting project budgeting from concept through execution.
Essential Job Functions
Project Planning & Programming Support Lead development of detailed construction cost estimates , including ROM, budgetary, and Independent Government Cost Estimates (IGCEs), using RSMeans or equivalent tools.
Conduct site visits and field validations to inform accurate estimating and cost scoping.
Assist in preparing draft scopes of work, unit takeoffs, and preliminary schedules to support planning, design, and acquisition packages.
Analyze contractor change order proposals and provide cost-based recommendations to the Government.
Participate in the preparation and review of Government acquisition strategies, pre-bid meetings, and milestone reviews.
Construction Management Support Support construction contract administration, including review of pricing in submittals, Requests for Equitable Adjustments (REAs), and pay applications.
Develop construction schedules and monitor progress using Primavera P6 or Microsoft Project.
Maintain organized files and cost documentation to support audit-readiness and transparency.
Track and report on cost-related project risks, scope changes, and financial impacts in coordination with Project Managers.
Assist with project closeout and cost reconciliation activities.
Required Qualifications:
Bachelor’s degree in Engineering, Architecture, or Construction Management;
OR
4+ years of relevant technical experience in construction, including formal estimating experience , and:
Licensed Master Craftsman, or
Licensed Journeyman, or
Active General Contractor license.
Proficient in estimating tools and cost databases (e.g., RSMeans).
Strong Excel skills and ability to prepare professional reports and cost analysis packages.
Excellent communication skills and ability to defend and explain cost assumptions to senior stakeholders.
Preferred Qualifications:
Demonstrated experience preparing construction cost estimates for federal, DoD, or WHS projects.
Familiarity with RSMeans and DoD/UFC cost estimation standards.
