I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of DevOps Engineer , hereafter referred to as Candidate(s), who meets the general qualifications of DevOps Engineer , Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission .
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Works with IT developers to facilitate better coordination among operations, development, and testing functions by automating and streamlining integration and deployment processes. DevOps aims at coupling a tighter alignment between IT operations and businesses.
The Department of Information Resources (DIR) requires the services of one DevOps Engineer , hereafter referred to as Worker, who meets the general qualification of DevOps Engineer and the specifications outlined in this document for the above-named customer.
As a key member of the DevSecOps team, this DevOps Engineer will (a) Develop, review, modify, and enhance CI/CD principles, (b) Install, configure, and maintain CI/CD tools & platforms, (c) Develop and maintain CI/CD pipeline configurations, (d) Automate processes, and (e) Develop, monitor and optimize Batch Jobs and Operations.
In addition, this DevOps engineer will be assigned to install, configure, build and deploy applications in support of Eligibility Supporting Technology applications. This position is central to ensuring these applications and services remain current across all development, test, training, and production environments.
This DevOps engineer will also provides environment triage support. This responsibility includes both workday and night/weekend on-call support for all development, test, training, and production environments. This service helps maintain high availability for developers, testers, trainers, and production end users.
This position works under minimal direction with considerable latitude for the use of initiative and independent judgment.
Roles and Responsibilities:
. Develop, monitor and optimize Batch Jobs and Operations.
. Analyzes the technology currently being used and develops plans and processes for improvement and expansion.
. Implements and enhances an advanced CI/CD solution. Develops, codes, tests, builds, installs, configures, and maintains IT solutions.
. Analyzes processes, and deployments and proposes improvements to streamline code deployments and minimize errors.
. Uses configuration management software to automatically deploy updates and fixes into the various production & non-production environments.
. Documents processes and procedures.
. Support Production and Non Production related activities and issues.
. Support releases and sprint related activities.
. Provide enterprise level solutions for existing automation in place while developing new solutions.
. Develop proposal plan for approval.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:

Experience automating "full-life cycle” of complex enterprise IT env. using IaC, CaC & CI/CD tools integrated into unified solution supporting standup of new env or frequent mod to existing env in areas such as IBM WebSphere, MQ & Oracle products, AWS Required
Designing and Implementing automation solutions for scalability, repeatability and recoverability Required
Proven ability and experience designing and implementing advanced automation solutions using tools such as Terraform, Terragrunt, Ansible Automation Platform, Github actions, Jenkins, Liquibase etc. Required
Experience with one or more programming/script languages such as Python, GoLang, Shell, Ruby, bash, shell, Perl Required
Experience with Containers and Container orchestration Kubernetes platforms such as PODMAN, docker, EE/OpenShift/Rancher And packaging tools such as Helm Charts and Kustomize Required
Experience with Linux and Windows operating systems Required
Experience designing and implementing solutions using AWS Well-architected framework Required
Excellent written and verbal communication skills Preferred
Development experience using Java, JEE, Java Spring Boot, EJB, JSP, JSF/Struts, (JavaServer Faces, Apache Struts Framework), XML is a significant plus Preferred
Experience with WebSphere ND, MQ, Oracle, Java, SQL tools (PL/SQL developer, SQL plus), LDAP, Splunk, Dynatrace.
III. TERMS OF SERVICE
Services are expected to start // and are expected to complete by // . Total estimated hours per Candidate shall not exceed hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from : AM to : PM , excluding State holidays when the agency is closed.
The primary work location(s) will be at Centre Cr Dr., Austin, Texas . The working position is Hybrid - On Site and Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission .

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.
Renewal Option(s):
HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.
WORK HOURS AND LOCATION (Required) A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from : through : , excluding Texas state holidays when the agency is closed.
B) The primary work location will be Centre Cr Dr., Austin, Texas .
Position will be days remote with day (Wednesdays) required to be onsite at the location listed above. Program will only accept LOCAL ONLY candidates for this position.
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
