The Company: The company is a more than 90 years old publicly traded company specialized in the development, financing, design, construction and operation of sustainable infrastructure projects and assets in the mobility, energy, real estate and social infrastructure sectors. Primary Project upon Commencement: The purpose of the Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of several major bridges, and it is estimated to be over $2B. The project is being delivered under a Pre-Development Agreement (PDA) that guarantees early involvement and increased collaboration between the Owner, the Developer, and the Design Builder. The PDA phase will be delivered starting in April 2022 and will last until December 2026. The first package of 6 bridges will be ready for Financial Close in December 2022 and it is anticipated that detailed design will immediately follow, with an expected construction start in December 2023. Job Summary: Is an experienced and personable engineer with the transportation design process, desiring design management opportunities, capable of understanding and working across all design related elements of the project from technical to commercial. Must possess good ‘soft’ skills to lead and persuade a diverse group of individuals. Will work collaboratively with other team members to achieve goals, ask for inputs by valuing others’ ideas and expertise, and support and acts in accordance with final decisions, even when such decisions may not entirely reflect own position. Support the preconstruction design delivery of the project, under the direction of and in coordination with the Design Manager. Understand how Design-Build and P3 projects fit together: contracts, standards, construction, designers, and deliverables. Duties include, but are not limited to: Support the Contractor team in interaction with Letting Authority, partners, and designer, attentive to important details of risk and deliverables, and follow up on action items. Work in the design process for various phases of the design life cycle, from proposal, detailed design, and construction to provide the best technical solutions to optimize the design, minimizing quantities and/or construction time, while all technical requirements are met. Due diligence and review of designs provided by sub-consultants and clients, performing quality control reviews, checking the design with independent analyses. Assist in the monitoring of design progress against the design schedule. Review and approve tasks to ensure deadlines are met. Be vigilant and anticipate technical risks and design strategies to protect partnership team against those technical risks. Work in a multidisciplinary environment, actively communicating with other departments and partners, particularly estimating and construction teams, to identify needs and evaluate alternative solutions, considering different interests and concerns. Initiate, coordinate, and design projects and calculations, as needed. Review and propose revisions to technical provisions and design requirements; Develop or evaluate plans/criteria or special analyses required in support of the design effort. Participate in meetings with owners, developers, partners and consultants. Produce periodic reports, presentations and synopsis, as required by management. Requirements: Bachelor's Degree from an accredited four-year college or university in Civil Engineering is required. 3-6 years of related work experience, with experience with Design-Build or Public-Private Partnership projects. Registration as a Professional Engineer (P.E.) preferred, Engineer-in-Training required. Work ethic and integrity are important attributes to align with the values of the company, and the dedication to continual learning and seeking solutions is required. Demonstrated ability to establish and maintain good relationships and partnerships with clients, vendors, subcontractors and construction partners required. Familiarity with AASHTO, FHWA and DOT standards required, with PennDOT regulations desirable. Demonstrated familiarity with CAD required, Bentley MicroStation preferred. Scheduling software experience desirable, Primavera P3 preferred. Primavera P3 experience preferred. Knowledge of means and methods and construction techniques is highly valuable.
