We are seeking a skilled and Experienced Principal Systems Certification Engineer (Engineer, Systems IVESY4) to join our team!
Responsibilities:
• Serve as the lead Systems Certification Engineer for major naval combat system programs, including but not limited to Combat Systems Cybersecurity, Ship Self Defense System (SSDS), Littoral Combat Ship (LCS), AEGIS Integrated Combat Systems, DDG-1000 Zumwalt class, Aegis Ballistic Missile Defense (BMD), and weapon/sensor integration efforts.
• Apply deep knowledge of Navy certification policies (e.g., NWSCP 9410.2B, PEOIWSINST 4730.1B, and 4732.1A), Navy Systems Engineering Technical Review Manual, and industry standards (IEEE 1012, IEEE 12207) to ensure compliance with engineering and certification requirements.
• Develop and execute certification strategies and plans aligned with program technical milestones, ensuring clear identification, collection, and assessment of Objective Quality Evidence (OQE) to support Mission Readiness Assessments (MRAs) and Combat System Certification Panels (CSCPs).
• Plan and lead MRAs, CSCP wall-walks, dry runs, and formal certification presentations; draft formal authorization and certification letters on behalf of the Certification Official or Certification Authority for fleet distribution.
• Utilize Model-Based Systems Engineering (MBSE) and Digital Engineering approaches to support certification planning, milestone reviews (SWIRs, IPRs, MRAs, CSCPs), and data management-enhancing traceability, auditability, and accessibility of OQE and certification records.
• Ensure rigorous records management of certification documentation, including tracking and resolution of Action Items, Statements of Findings (SOFs), meeting materials, and digital repositories.
• Apply expert-level understanding of engineering and certification policies to tailor processes in support of new technologies, critical experiments, and emergent efforts while maintaining technical rigor and compliance.
• Independently conduct complex systems engineering tasks, including requirements analysis, system-level design reviews, traceability assessments, and stakeholder coordination across engineering disciplines.
• Coordinate cross-functional development and integration activities to ensure certified systems meet mission performance objectives and are ready for deployment to the fleet.
• Mentor junior engineers and certification analysts, promoting a strong understanding of Navy certification processes and engineering best practices.
Qualifications:
• A Bachelor's degree from an accredited college or university in an engineering, scientific, or technical discipline, or four (4) years of a demonstrated and established knowledge base and subject matter expertise relevant to specific technical disciplines of the SOW. In addition, fifteen (15) years of experience with emphasis in two or more of the following: Combat Systems Cyber Security, Ships Self Defense System, Littoral Combat Ship (LCS) class, AEGIS Integrated Combat Systems, DDG-1000 Zumwalt class destroyer, Aegis Ballistic Missile Defense and Weapon/Sensor Combat Systems to conduct and coordinate individual projects.
The Principal Systems Certification Engineer experience shall include:
• Demonstrated in-depth knowledge of current certification policies (NWSCP 9410.2B, PEOIWSINST 4730.1B and PEOIWSINST 4732.1A), Navy system engineering policy (Technical Review Manual) and other industry best practices (i.e. IEEE 1012 and IEEE 12207).
• Demonstrated experience in generating certification plans aligned with program milestones, identifying, collecting and assessing Objective Quality Experience (OQE) in support of generating certification assessments, planning and coordinating Mission Readiness Assessments (MRAs)/ Combat System Certification Panels (CSCPs) including wall-walks, dry runs and presentation to panel membership, drafting authorization and certification letters for CS Certification Official and/or Certification Authority for distribution to the fleet.
• Two (2) or more years of specific experience demonstrating extensive knowledge and experience with engineering and certification policies to define appropriate level of tailoring in support of emergent efforts, critical experiments and in support of new development technologies.
• Experience with utilizing Model Based Systems Engineering/Digital Engineering from certification planning to decision milestones Software Incremental Reviews ((SWIRs), In-Process Reviews (IPRs), MRAs, CSCPs) including more efficient dissemination of DRAFT OQE to panel members by using web-based technology and ensuring complete records management including Action Items, Statements of Findings (if applicable) and preservation of meeting material and OQE.
• Experience coordinating development activities associated with engineering systems, capabilities, and activities as well as conducting detailed and complex system engineering independently to include demonstrated experience in functional and system level requirements analysis, requirements generation and technical community review.
• Top Secret Clearance required.
