Job Responsibilities
Serves as Resident Maintenance Engineer organizing, planning, and coordinating the activities of employees of a county maintenance unit. Organizes and assigns maintenance work of interstate, primary, and secondary roadways and bridges in assigned county, such as repair to road surfaces, ditching schedules, retreating schedules, vegetation management, maintenance contracts, inspections, and repairs to bridges. Supervises the employees engaged in such work and assures that performance, quality, safety, and cost effectiveness goals are achieved while adhering to all SCDOT policies, procedures, rules, and regulations. Responsible for personnel matters for the unit such as evaluations, disciplinary actions, and hiring. Supervises, plans, and coordinates daily work schedules for subordinate employees. Supervises staff to include preparing performance planning and evaluation documents and related paperwork. Coaches, counsels, and trains employees. Establishes and monitors work processes. Implements management policies and initiatives, and promotes teamwork within the organization. Receives, investigates, analyzes and makes appropriate recommendations with regard to requests for service, complaints, and suggestions from the general public, public officials, and personnel. Manages a yearly budget for maintenance activities. Supervises the purchasing of supplies and materials for maintenance operations. Represents SCDOT at public meetings, interdepartmental and inter-agency committees and study groups. Develops and coordinates training programs on basic management and highway programs. Provides professional testimony as required. Manages Shop operations in the repair of all equipment assigned to maintenance operations. Manages yearly budget for shop operations, all related reports to equipment operations and preventive maintenance. Supervises the preparation of and maintains all files, records, correspondence, requisitions, and other reports related to departmental operations and DHEC, OSHA, and facilities inspections. Manages environmental and occupational safety processes to ensure compliance. Performs duties mobilizing and directing employees during emergency situations such as storms, ice and snow conditions, road and bridge failures, major traffic events, etc. Manages, organizes, and inspects the closing of interstate, primary and secondary roadways, and bridges due to hazardous and emergency situations and operations. Sets-up detours and signage in accordance with SCDOT and MUTCD policies and procedures. Performs other related duties as assigned.
Minimum and Additional Requirements
A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence.
Physical Requirement: The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
A motor vehicle operator's license is required.
