SUMMARY The Client is seeking proposals from prospective Offerors to provide one (1) Senior Software Engineer. The Senior Software Engineer will play a critical role in designing, developing, and maintaining two of the Client's primary applications being rewritten. The focus areas include event-driven design, Spring Boot, microservices architecture, Kubernetes, React, Elastic search, and either RabbitMQ or Kafka. The Client currently has an incumbent, ASSYST, Inc., that received award on 09/24/2020 in the amount of $1,079,792.40 for five (5) years via Contract No. K21-0015-29A. Please note, the Client will not share the budget for this PORFP. Offeror may propose no more than one (1) resource(s). Offeror shall propose resource(s) for which they have the right to represent. If multiple Offerors propose the same resource(s), the Client reserves the right to make such investigations, as it deems necessary, to confirm the representation of any proposed resource(s), and reject any Offeror's proposed resource(s). After any investigations, if the Client is unable to confirm the representation of any proposed resource(s), including a proposed resource who signed multiple Attachment O - Resource Acknowledgments, the Client reserves the right to reject the proposed resource(s) from all applicable Offerors. B. OFFEROR RESOURCE QUALIFICATIONS 1. The Offeror shall propose resource(s) that meet the following minimum qualifications: a. Bachelor's degree in computer science, or a related field (as determined by the Client). C. SCOPE OF WORK Offeror proposed resource(s) shall be responsible for the following: 1. Design and Development a. Collaborate with cross-functional teams to design and implement software solutions. b. Apply event-driven design principles to build scalable and resilient applications. c. Develop microservices using Spring Boot. d. Create responsive user interfaces with React. 2. Message Brokers a. Work with RabbitMQ for message queuing and event streaming. b. If experience is in Kafka, understand the architectural differences between RabbitMQ and Kafka. c. Implement message producers and consumers. 3. Deployment and Infrastructure a. Deploy microservices to Kubernetes clusters, utilizing CI/CD pipeline. b. Monitor and troubleshoot production systems. c. Optimize application performance and scalability. 4. Quality Assurance a. Write unit tests with a goal of 85% coverage and participate in peer code reviews. b. Conduct system testing and debugging activities. 5. Documentation and Communications a. Document technical specifications, architecture, and design decisions. b. Design shall include sequence diagram for major use cases. c. Collaborate with product managers, designers, and other engineers to define requirements and deliverables 6. Reports (in a JIS prescribed format) a. Resource will report activity on a weekly basis to communicate progress made on the programs/projects. b. A weekly report communicating project progress and status. c. Weekly time reporting on JIS providing forms, and any additional reports as assigned by the supervising manager.
