We are seeking a skilled and Experienced Senior Systems Engineer - Certification (Engineer, Systems IVESY4) to join our team!
Responsibilities:
• Lead Combat System (CS) certification activities across advanced Navy platforms such as the Ship Self Defense System (SSDS), Littoral Combat Ship (LCS), AEGIS Integrated Combat Systems, DDG-1000 Zumwalt class, Aegis Ballistic Missile Defense (BMD), and other CS elements.
• Develop and execute certification plans aligned with program milestones, ensuring compliance with Navy certification policies (NWSCP 9410.2B, PEOIWSINST 4730.1B, 4732.1A), the Navy Systems Engineering Technical Review Manual, and relevant industry standards (IEEE 1012, IEEE 12207).
• Identify, collect, and assess Objective Quality Evidence (OQE) required for certification assessments, ensuring evidence quality and completeness.
• Plan, coordinate, and execute Mission Readiness Assessments (MRAs) and Combat System Certification Panels (CSCPs), including organizing wall-walks, conducting dry runs, and presenting technical evidence to panel members.
• Draft and finalize formal authorization and certification letters for Certification Officials and/or Authorities for fleet distribution and operational use.
• Apply engineering and certification policy expertise to define tailored certification approaches for emergent capabilities, experimental systems, and new technologies.
• Integrate Model-Based Systems Engineering (MBSE) practices into the certification process from early planning through major reviews (SWIRs, IPRs, MRAs, CSCPs), enhancing traceability and digital collaboration.
• Utilize web-based tools to securely and efficiently disseminate OQE and certification materials to stakeholders while maintaining comprehensive records management, including Action Items, Statements of Findings (SOFs), meeting materials, and certification evidence archives.
• Interface with system engineers, developers, testers, and government sponsors to ensure all certification requirements are met and systems are validated for fleet deployment.
• Support continuous process improvement in CS certification standards and mentor junior engineers in certification planning, execution, and compliance documentation.
Qualifications:
• A Bachelor's degree from an accredited college or university in an engineering, scientific, or technical discipline, or four (4) years of a demonstrated and established knowledge base and subject matter expertise relevant to specific technical disciplines of the SOW. In addition, ten (10) years of experience in Combat System Certification, with emphasis in one or more of the following: Ships Self Defense System, Littoral Combat Ship (LCS) class, AEGIS Integrated Combat Systems, DDG-1000 Zumwalt class destroyer, Aegis Ballistic Missile Defense and combat system element certifications.
The Senior Systems Certification Engineer experience shall include:
• Demonstrated in-depth knowledge of current certification policies (NWSCP 9410.2B, PEOIWSINST 4730.1B and PEOIWSINST 4732.1A), Navy system engineering policy (Technical Review Manual) and other industry best practices (i.e. IEEE 1012 and IEEE 12207).Demonstrated experience in generating certification plans aligned with program milestones, identifying collecting and assessing OQE in support of generating certification assessments, planning and coordinating MRAs/CSCPs including wall-walks, dry runs and presentation to panel membership, and drafting authorization and certification letters for CS Certification Official and/or Certification Authority for distribution to the Fleet.
• In-depth knowledge and experience with engineering and certification policies to define appropriate level of tailoring in support of emergent efforts, critical experiments and in support of new development technologies.
• Experience with utilizing MBSE from certification planning to decision milestones (SWIRs, IPRs, MRAs, CSCPs) including dissemination of OQE by using web-based technology and ensuring complete records management including Action Items, Statements of Findings (if applicable) and preservation of meeting material and OQE.
• Top Secret Clearance required.
