We are seeking an energetic, self-starting, and enthusiastic leader for our Traffic Planning and Operations team!

The County of San Luis Obispo is offering a career opportunity to join an APWA accredited Public Works Department. The Department is a team of over 300 dedicated professionals who serve the residents and visitors of the Central Coast. The Department of Public Works is responsible for transportation planning, operations, and improvement projects on 1,300+ miles of County maintained roads and is seeking a Senior Engineer with professional level civil or traffic engineering, operations, construction management, supervisorial and/or project management experience to lead these essential teams.

About the Position: The Traffic Planning and Operations unit is primarily responsible for maintaining roadway operations and planning for future improvements on County roadways. In addition, this position is responsible for supervising and mentoring a team of associate engineers, supporting County management, and liaising with outside agencies and stakeholders. The position includes planning and supporting delivery of federally, state and/or locally funded transportation project and is an integral part of a larger team.

Representative Duties : • Coordination with functional units (environmental, right-of-way, design, construction, and consultants) • Facilitates team meetings and provides recommendations • Maintains County adopted Level of Service (LOS) standards • Updates County Traffic Regulation Codes and Mandates • Reviews reports and studies, engineering designs plans, specifications, and estimates supporting development • Plans and prioritizes the County’s transportation needs and future projects • Prepares and coordinates the transportation program’s budget and funding needs • California Department of Transportation (Caltrans) and San Luis Obispo Council of Governments (SLOCOG) • Obtains and administers consultant services per applicable laws and federal grant funding requirements • Supervises, mentors, monitors and delegates work to staff engineers within the team

Qualifications: Graduation from an accredited 4-year college with a bachelor’s degree in Civil Engineer or closely related field, plus 7 years of professional level public works, civil engineering, traffic engineering, or land surveying experience. A valid Certificate of Registration as a Civil Engineer from the State of California can replace 3 years of experience.

Required knowledge:  All phases of transportation engineering, including planning processes and methods, evaluation of alternatives, design, construction, operations and maintenance including. Familiarity with transportation financing, project management concepts, impacts of transportation facilities on the environment, the community and the economy; principles and techniques of personnel management and supervision.

Required ability: Plan, direct and review the work of others; analyzes situations accurately and adopts an effective course of action; makes effective presentations; prepares correspondence and reports; communicates effectively.

Desirable Experience and Knowledge:

Implementation of CaMUTCD & CVC and related Code Management of federally, state, and/or locally funded transportation projects Design and construction management of transportation projects Leading, mentoring, and supervising a team of engineering professionals and field staff Public outreach, presenting to boards and community groups, and professional writing The Ideal Candidate: The ideal candidate must have practical knowledge and experience with traffic operations and/or transportation projects and be familiar with federal, state, and local funded programs. Experience with general civil engineering practice, which can include project management, design, or construction engineering. In additional to technical experience, the ideal candidate needs to be self-motivated with excellent organizational skills and must have the ability to manage staff and keep a team on track to successfully deliver on its mission.

Licenses and Certificates A valid CALIFORNIA driver license is required at the time of appointment and must be maintained throughout employment.

Some positions may require a valid California Certificate of Registration as a civil engineer, traffic engineer, land surveyor or other special licensure.
