Position Specific Summary
The Water Control Systems Engineer position at the City of Tucson's Water Department designs and helps manage the City's water process control systems and ensures uninterrupted system delivery of potable and reclaimed water to customers throughout the City of Tucson water service areas.
Work is performed under the supervision of the Water Control Systems Manager. This position leads and instructs the daily operational work of Water Quality Administrative Support Personnel.
Duties and Responsibilities
- Supports the Supervisory Control and Data Acquisition (SCADA) network infrastructure including routers, switches, firewalls, radios, security appliances and network monitoring applications. Designs and implements SCADA network and cyber-security infrastructure. Gathers network metrics, analyzes network statistics and reports. Ensures network hardware and software is configured to comply with the latest cyber-security requirements. Assists with network capacity planning to meet SCADA network requirements and growth. Maintains SCADA network equipment with the latest software patches and best practice configuration. Develops and maintains network documentation as it relates to network configuration, network diagrams and process.
- Implements and manages SCADA servers, workstations, and technology tools. Monitors performance and maintain systems according to SCADA requirements. Troubleshoots SCADA server and workstation issues. Ensures SCADA hardware security through access controls. Upgrades systems with approved releases and patching. Develops expertise to train staff in new technologies. Provides technical support for staff and back-end system users. Reviews system error logs and user-reported errors. Manages user access. Maintains server architecture security and creating system backups.
- Implements, maintains, and supports current Tucson Water Control System application (OASyS 2018). Coordinate with consultants and Tucson Water Operations staff to properly identify monitoring, control, and data collection points for Tucson Water infrastructure. Configures and adjust HMI displays Ensures SCADA data is accurate, easily accessed and interpreted for Tucson Water Control System Operators. Troubleshoots and resolves Tucson Water Control System application issues.
- Monitors database performance, conducts regular performance tuning, and optimizes queries for maximum efficiency. Installs, configures, and upgrades database software and related tools. Develops and implements database backup and recovery strategies to ensure data reliability and minimize downtime. Performs routine maintenance tasks, such as database backups, index rebuilding, and statistics gathering. Generates reports on database performance, usage, and security compliance for management and stakeholders. Identifies and resolve database performance issues, such as slow queries, inefficient indexing, or resource contention.
- Perform all other duties and tasks assigned.
Working Conditions
- Requires working with heavy technology hardware, such as servers, workstations, and UPS battery backups.
- Requires working with cabling under raised floors and above drop ceilings.
- Office and outdoor field work
- 24/7 On-Call requirement

Education
Bachelor's degreeExperience
