Director, Engineering & Construction (Chief Engineer)

Sparks Group has partnered with a regional utility provider is seeking a Director of Engineering & Construction to join the senior leadership team as the Chief Engineer. The role requires a Bachelor's in Engineering, 10+ years of experience in planning and directing complex engineering projects, and 5+ years of executive-level leadership experience.
Responsibilities:
- Lead the development and delivery of the Capital Improvement Program (CIP).
- Supervise and direct engineering and construction projects from start to finish.
- Develop, review, and approve project plans, scopes, schedules, and budgets.
- Ensure projects are completed on time, within budget, and meet quality standards.
- Lead and motivate a diverse team of engineers, inspectors, and technical personnel.
- Identify and mitigate potential risks and issues.
- Direct the planning, design, and construction of water and wastewater infrastructure.
- Manage the retrofit and modernization of facilities.
- Provide guidance for the federally mandated industrial waste pre-treatment program.
- Evaluate and approve recommendations for rehabilitating water distribution and wastewater systems.
- Coordinate with production for design, rehabilitation, and maintenance of process controls.
- Participate in consultant selection for architect/engineer contracts.
- Oversee the issuance of permits for plumbing work and house connections.
- Oversee surveying and mapping functions.
- Manage crucial engineering projects and programs.
- Oversee in-house engineering services for complex, urgent, and emergency projects.
- Evaluate infrastructure analysis and management for dams and pipe systems.
- Ensure good engineering practices and compliance with standards.
- Maintain system integrity through effective development services.
- Present the capital improvement program and budget to the Commission.
- Provide input into policy-making processes.
- Handle confidential information, including financial records and personnel records.
- Conduct performance reviews and provide feedback.
- Select, train, assign, evaluate, counsel, discipline, and terminate employees.
- Delegate tasks and responsibilities effectively.
- Foster a collaborative and positive team environment.
- Coordinate efforts across multiple departments.
- Implement and maintain quality assurance procedures.
- Ensure compliance with regulations and standards.
- Conduct inspections and audits of ongoing work.
- Develop and manage department and project budgets.
- Establish expectations for documentation and reporting.
- Facilitate the Project Stat process in collaboration with the General Manager's Office of Performance and Accountability.
Qualifications:
- Bachelor's degree in Engineering (Civil, Sanitary, Environmental, or related discipline). Master's preferred.
- 12+ years of experience in planning and directing complex engineering projects or programs.
- 5+ years of senior/executive-level leadership and management experience.
- Knowledge of enterprise asset management and project/program management.
- Skilled in latest technologies and industry best practices.
- Ability to drive innovation and continuous improvement.
- Strong technical knowledge and skills in relevant engineering disciplines.
- Ability to track project costs and ensure budget adherence.
- Understanding of Capital Improvement Program development and delivery.
- Skilled in project planning, budgeting, and execution.
- Knowledge of procurement and contract management.
- Knowledge of water and wastewater treatment and distribution/collection facilities.
- Skilled in verbal and written communication.
- Excellent leadership, communication, and interpersonal skills.
- Strong problem-solving and analytical skills.
- Ability to communicate complex projects to the public.
- Professional Engineer (P.E.) registration in Maryland (or obtain within 6 months).
- Completion of Financial Disclosure statement within 30 days of employment and annually thereafter.

Pay Range: Salary $200,000.00 to $320,000.00
