JOB OPENING CITY OF FARMINGTON JOB POSITION #147 - Electrical Engineer / Senior Electrical Engineer NUMBER OF VACANCIES: 1 DEPARTMENT: Electric Utility / Engineering WORK LOCATION: MOC HIRING RANGE: $75,191 - $133,251 / Annual Salary PAY GRADE: P / Q - Exempt TYPE OF POSITION: Regular / Full-Time DAYS WORKED: Monday-Friday HOURS WORKED: 8:00 a.m.-5:00 p.m. APPLICATIONS WILL BE RECEIVED THROUGH: Until Filled JOB DUTIES The City of Farmington reserves the right to hire at either the Engineer or Senior Engineer level, depending on experience and qualifications. ESSENTIAL DUTIES: Follows established safety protocols and policies as set forth by the Utility and as required for the job at hand. Must embrace and work with a "safety first" mentality. Attendance at mandatory safety training. Perform administrative and field advising work to coordinate and supervise the development, installation, and maintenance of existing and new construction of the Electric Department's transmission, substation, and main distribution feeders. Work under the administrative supervision of the Engineering Manager. Plan, prepare, recommend, and design the expansion and modification of the Electric Utility's distribution system. Emphasis will be on the electric distribution system, but must be prepared to perform engineering functions on the transmission system and substations as may be required. Use computer power flow analysis for forecasting future system and circuit loading requirements. Determine if adequate facilities exist for new system loads. Performs feeder load studies using MilSoft software. Determine voltage regulator and capacitor requirements and calculate and recommend control settings for each. Design and recommend designs for distribution substations, including but not limited to grading, foundations, grounding, electrical conduit plans, steel structures, equipment such as breakers, switches, and transformers, electrical conductors, insulators, and connectors. Similar designs may be required for transmission switching and substations, but to a lesser extent. May be required to design or assist with the design of transmission pole line facilities, especially when distribution underbuilt facilities are required or recommended. Recommend, specify, and/or design the placement or replacement of transmission and distribution switches for line sectionalizing. Review and update specifications for distribution equipment and materials. Work with GIS on map export/import, updating, and error correction. Analyze motor starting requirements for new and existing loads. Analyze voltage flicker issues. Develop equipment specifications and material lists for proposed projects, initiate material purchasing, and ensure timely installation. Develop distribution construction standards. Develop or assist in developing transmission construction standards. Evaluate material bidding documents and recommend material purchases. Provide NESC code assistance and interpretation. Coordinate assignments with Surveying, Drafting, Protection and Transmission Engineering, Estimators, and the Line Dept. Provide assistance and make recommendations for the annual capital budget and become familiar with the annual operating budget. Keep abreast of all local, state, and federal regulations with regard to environmental matters that affect the Electric Utility and advise all Electric Utility personnel of their duties and responsibilities with regard to environmental programs, rules, and regulations, including a critique of all new regulations for the Engineering Manager. Review switching procedures to ensure personnel safety and proper and safe operation of in-service equipment. Assists in the installation and startup of electric facilities, including switches, breakers, fuses, and transformers. Responsible for reviewing, completing, and disseminating "as built" drawings. Ability to use standard Microsoft Word, PowerPoint, and Excel software. Must be prepared to perform work related to NERC/WECC Standards and the compliance thereof. Perform fuse/sectionalizer/recloser/breaker coordination calculations and time-current curves to determine correct distribution system protection settings. Work with the Line Department on distribution equipment maintenance schedules, testing, and equipment replacement. Review plats for the City Planning Department. Evaluate new service requests, including renewable energy interconnections. Assist in the export of the Windmill model to the Control Center OMS system. Conduct root cause analysis on distribution outages as needed. Be prepared to present findings to Management, PUC, City Council, the General Public, or other interested parties. Using excellent customer service skills, establish and maintain effective working relationships with other employees, management group, officials, and members of the general public as may be necessary. Operate a motor vehicle to assist in carrying out the business of the department and the City. Attendance at work is an essential function of this position. TOOLS AND EQUIPMENT USED: Motor vehicle, personal computer including email, Internet, word processing, spread sheets, AutoCAD, (Alcoa) Sag and Tension software, Milsoft Windmill load flow analysis and other engineering software, telephone, smart phone, calculator, measuring wheel, field measuring tape, fax, copier, paper shredder, binoculars, and PPE including hard hat, safety glasses, safety vest. NON-ESSENTIAL DUTIES: Occasional travel is required to attend schools, conferences, and meetings. May assist in diagnosing and repairing malfunctioning substation equipment. This position is subject to the City's Drug and Alcohol Free Workplace Program. This includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing. Extensive background checks required. Senior Electrical Engineer: Graduation from a four-year ABET-accredited college or university with a degree in electrical engineering and a minimum of five years of previous experience within an electrical utility and five additional years of experience in an electric utility, consulting, or entity associated with the operation of a high-voltage electric system. Ten years of minimum electrical engineering experience. Professional Engineering license in or transferable to New Mexico. Electrical Engineer: Graduation from a four-year ABET-accredited college or university with a degree in electrical engineering and a minimum of five years of previous experience within an electrical utility. At least part of the experience in an electric utility, consulting, or entity associated with the design of a high-voltage electric system. Professional Engineer, Engineer-In-Training, or completion of the FE exam. Qualifications for both positions: A minimum of two years of experience in the design, installation, maintenance, and use of specialized substations and transmission. Experience in the use of electrical sag and tension charts, manufacturer's instruction books, and load flow. Specialized experience in electrical transmission and substation design. Knowledge of personal computers and software packages. Experience with AutoCAD or other drawing software. Must possess and maintain a valid driver's license with an acceptable driving record. Ability to work under stress and handle stressful situations. Ability to meet deadlines. Must demonstrate ability to communicate with others through oral and written media. Must respond to night and weekend call-outs for system emergencies. Must possess the ability to establish and maintain effective working relationships with co-workers, supervisors, outside entities, and the public. Ability to operate the listed tools and equipment.
