New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100 million gallon underground storage tank, and 7,000 miles of sanitary sewers and water mains. The Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO) is responsible for maintaining these networks.
The primary responsibilities of BWSO include the operation, maintenance, and protection of the City’s drinking water and wastewater systems; protecting waterways; and developing and protecting the Department’s Capital Water and Sewer Design Program. The Bureau also approves and inspects water and sewer connections by licensed plumbers or authorized contractors, and oversees all public and private construction projects impacting water or sewer systems.
The Bureau manages the Staten Island Bluebelt, an ecologically sound stormwater management system occupying about 15 square miles in South Richmond, Staten Island. This project preserves streams, ponds, wetlands, and provides community open spaces and wildlife habitat.
The Bureau of Water and Sewer Operations seeks an Engineer in Charge (EIC) to manage emergency response to failures in water and sewer systems via construction contracts. The EIC will oversee procurement, manage a team of engineers, and ensure timely completion of repairs across the five boroughs, including contract oversight and work order management.
Note: To be considered for an interview, candidates must be permanent in the civil service title of Environmental Engineer (20618).
Qualifications 1. A valid New York State Professional Engineer License and four years of full-time experience in environmental engineering. A master's degree in environmental engineering from an accredited college is equivalent to one year of experience.
Special Note: To qualify for Assignment Level II or III, candidates must have at least one year in the last three years as a major contributor or project leader on a complex project requiring specialized expertise in design or construction.
