Position Summary:
Commonwealth LNG is seeking a qualified and motivated Instrument and Controls/Telecoms Project Engineer to join our project team. This role involves serving as the client engineer during the design, construction, and commissioning / startup phases of the Commonwealth LNG project. While development / delivery of the project is the focus of this role, the successful engineer could be expected to provide operations support after startup. The ideal candidate will have a strong background in delivery of highly integrated process control systems, telecommunications design, project management, and operations engagement. The successful candidate will report to Commonwealth LNG Engineering Manager.
Key Accountabilities:
Design and Development: Work with the EPC Contractor, the Main Automation Contractor, the Telecommunications contractor and package vendors to implement detailed design specifications for instrumentation and control systems.
Project Management: Support Commonwealth LNGs project team with the aim of ensuring that project deliverables are met and that opportunities for change orders are minimized as much as possible.
System Integration: Support the integration of the ICSS, vendor packages, networks, telecommunications systems and security systems.
Cybersecurity Infrastructure: work to ensure that all systems deployed to the site are secure and that planning for system patching, data transfer, and remote access can be maintained in a cost-effective manner. Ensure that all OT (Operational Technology) networks can be monitored to prevent bad actors from accessing the site.
Provide input to planning and be available for FAT and commissioning for all ICSS and telecommunications deliverables.
Technical Support: Provide technical expertise and support to team members and stakeholders.
Compliance: Ensure all designs and implementations comply with industry standards and regulations.
Qualifications: The requirements listed below are representative of the knowledge, skills, and/or abilities required to perform the position successfully.
Education, Certificates, and Licenses:
Bachelor’s Degree in Engineering required.
Certification in safety system engineering, CFSE, FSE, or similar.
Experience:
10 plus years of prior or relevant work experience as an I&C Engineer required.
Have good interpersonal and communications skills with the ability to work in a diverse team to develop strong respected working relationships.
Have a strong understanding of the various processes within an LNG liquefaction plant to support the detailed HAZOP/LOPAs.
Have experience with implementation of ISA 61511 across the safety lifecycle including hazards analysis (HAZOP/LOPA), Safety Requirement Specifications, SIL calculations, Function Safety Assessments and SIS implications for testing and validation.
Have experience with a wide range of instrumentation systems and equipment including working with Vendors in a Main Automation Contractor relationship.
Have experience integrating multiple vendor control and safety systems (analyzers, electrical systems, compressor packages) into a cohesive Integrated Control and Safety System with a single unified operator interface
Have strong problem solving/fault finding skills
Have a broad understanding of the telecommunications systems
Preferred Experience:
Experience in an operations environment
Project design, construction, and commissioning experience
Digital networking design experience particularly in the area of DMZ, VLANs and network segmentation.
Knowledge, Skills, and Abilities:
Control and Safety Systems engineering
Fire and Gas Systems engineering
Advanced understanding of electrical and control system design principles.
Proficient in supporting the development of a coherent alarm management strategy, able to incorporate industry best practices into a suitable design for Commonwealth LNG.
HMI development according to ASM or other industry practices.
Clear understanding of ISA 62443 and NIST 800-82 relating to Cybersecurity in OT environments.
