POSITION/TITLE: Project Engineer
LOCATION: South Dakota, Military Base

PAY GRADE: $25.00 - $35.00 per hour /DOE
General Description:
An experienced Project Engineer handles the coordination and completion of assigned projects for construction jobs. The candidate must have a strong work ethic, a professional appearance and demeanor and a good overall knowledge of many construction types to assist in the day-to-day construction operations for Federal Government projects. Project Engineer will oversee all aspects of the project including direct communication with owners, contractors, architects, designers, etc., concerning project cost, staffing and scheduling. You must display excellent customer service skills, including solid communication and interpersonal abilities and the ability to interact in a positive way with a wide variety of different types of clients, subcontractors, fellow employees, management and office personnel while providing outstanding service.
Key Responsibilities:
Quality Control:
• Assist Superintendent and PM with project QC plan development and implementation.
• Ensure that all submittals are completed in accordance with the project documents.
• Ensure that the goal for the project team is to complete ALL submittals by "Third Point" (this excludes all close-out submittals).
• Create, maintain, and update Deficiency List, Discrepancy List and Punch List.
• Assist in communicating project changes and their implementation.
• Follow through on material delivery. Direct OE's and FE's to review the products delivered to the site to ensure that they match the approved submittals.
• Schedule, track and review all project testing.
• Day to Day implementation of BIM on the project including the collision meetings.
• Maintain a clean and safe physical environment.
Hardened Concrete Testing:
• Perform a variety of tests on hardened concrete samples, including compressive strength, density, and other properties.
• Collect and prepare concrete samples for testing according to industry standards and project requirements.
• Document and report test results accurately and promptly.
• Maintain and calibrate testing equipment to ensure accurate results.
• Assist with troubleshooting and resolving any issues related to concrete quality.
Project Scheduling:
• Maintain and distribute CPM schedule.
• Utilizing subcontractor and supplier input, develop submittal log to ensure materials arrive consistent with the CPM schedule.
• Provide back sight to superintendent. Give input and double check milestone schedule.
• Make sure that the team member handling the schedule understands long lead items and make sure the actual needed dates are entered into the log.
• Communicate milestones to the project team to invoke a sense of urgency.
• Manage flow of information in order to feed the field (i.e., timely return of submittals, RFI's etc.).
• Assist with creation and distribution of four (4) week look ahead schedules.
Financial Management:
• Assist Project Manager with financial monitoring and reporting.
• Participate in the monthly margin analysis projections, assist the Project Manager in supporting documentation.
• Prepare change estimates in a timely and professional fashion for presentation to the Owner during the OAC meetings. Ensure estimates are complete, justifiable and defensible.
• Prepare, review and initiate processing of subcontractor and vendor invoicing.
• Prepare the monthly progress billing for review by the Project Manager.
• Prepare the Prime and subcontractor Change Orders for review by the Project Manager.
• Assist in writing, processing and tracking purchase orders.
• Review project personnel timecards and support the Certified Payroll requirements.
Staff Development and Mentoring:
• Take the initiative to develop at least one "Mentor" relationship with a Superintendent or Project Manager in an effort to assist you in your career.
• Actively recruit PE's, OE's, FE's and Interns in an effort to populate the Company roster with quality employees.
• Work with direct reports to establish their annual goals.
• Encourage a fun and safe working environment. Keep morale up.
• Conduct annual performance review to direct reports and hold accountable.
• Trust, but verify, performance of project team.
Risk Management:
• Ensure that the insurance certificates and bonding requirements are in place prior to the Pre-Construction conference.
• Ensure that all contracts are signed prior to the Pre-Construction Conference.
• Initiate all close out issues in a timely and professional manner.
• Establish and adhere to timely deadlines for pricing requests, hold the subcontractors and yourself accountable to the deadlines.
Safety:
• Ensure compliance with Tribal One, OSHA and Client safety requirements for all stakeholders.
• Support and attend employee, subcontractor and vendor safety orientations.
• Review AHAs and ensure that the AHA's are in the file for use at the Pre-Construction Conference.
• Participate in Safety Inspections.
• Assist Project Manager and Site Safety and Health Officer to ensure project personnel are adequately trained and accountable in the following: Accident Prevention Plan, Activity Hazard Analyses and ensuring an overall safe jobsite.
Customer Satisfactions:
• Run project professionally and efficiently.
• Actively communicate with the Owner and Designers.
• Prepare the CE's and CO's in a professional and consistent manner.
• Return phone calls and emails within 24 hours. Hold project team accountable for doing the same.
• Make sure work is completed when you say it will; do what you say you will do.
Work Procurement:
• Assist with opportunity identification.
• Attend pre-bid site visits.
• Provide estimating services.
• Build sub-contractor relationships.
• Assist in bid and proposal creation.
• Other related duties as assigned.
Job Qualifications/Required Skills:
• Two (2) to four (4) years of experience in construction project as office engineer, project engineer or another related field.
• Bachelor's degree in Engineering, Construction Management or another related field
• Familiar with construction project practices/procedures and have working knowledge of field activities.
• Experience in concrete testing and familiarity with relevant industry standards (ACI/ASTM)
• Ability to lead and work with others.
• Ability to monitor/enforce jobsite safety - OSHA 30 is required.
• Strong troubleshooting, math, analytical and problem-solving skills.
• Detailed oriented.
• Strong documentation and reporting skills.
• Professional appearance and demeanor.
• Possess a passion for construction, including having a desire and natural instinct to build and a team-oriented attitude.
• Available to work holidays, weekends and evenings as needed.
• Available to travel outside local area when required.
• Ability to work independently with minimal oversight.
• Federal government contracting or employment experience is required.
• Must currently process and maintain a valid driver's license.
• Must pass and remain in compliance with drug free workplace policies.
• Must pass a government background security check and be able to obtain and maintain federal installation security access badges and security clearances.
• Must be able to function as a responsible team member.
• Must exhibit excellent communications and interpersonal skills.
