Duties and Responsibilities
Essential Job Functions: Acts as liaison between consultant engineers, contractors, and the City on construction projects; prepares and directs preparation of construction plans, specifications, and estimates on general projects; performs field visits to monitor the performance of consultant engineer and/or contractor; reviews subdivision construction plans and contract documents for compliance with City standards; consults with other divisions on personnel training and construction methods; plans, schedules, coordinates and conducts construction activities to conform with needs and budgetary constraints; responds to citizens' inquiries; budget preparation; occasionally attends civic meetings and presents technical reports.

Working Conditions

This position requires 100% on-site work. May be exposed to changing weather and construction hazards during monitoring and inspection procedures; works outside in all types of weather; works in manholes and trenches/ditches; is exposed to constant and extreme noise, dust/mites, mechanical hazards, temperature swings, heights and cold weather; works in warehouse and storeroom. Must be available to work Monday through Friday from 8:00 a.m. to 5:00 p.m. Must be available to work overtime as needed.
Minimum Essential Qualifications
Knowledge: Thorough knowledge of civil engineering and construction practices.

Skills/Abilities: Ability to layout, plan and design engineering projects; ability to compile and study technical information; ability to read, write and perform simple mathematical calculations; ability to make independent decisions and supervise a staff of workers; skill in establishing and maintaining effective working relationships with industry representatives, other employees, and the public.

Physical Requirements: Constantly sees and hears; frequently kneeling, sorting, standing, writing by hand, sitting, walking, driving, data entry and using a P.C., holding objects weighing up to 10 lbs., carrying objects weighing up to 20 lbs.; Constantly seeing and using a calculator. Infrequently climbing, lifting objects weighing up to 20 lbs., pulling or pushing objects weighing up to 25 lbs. Infrequently typing, filing, cleaning, running, twisting body, squatting, stooping, crawling, dragging objects weighing up to 25 lbs.

Education/Experience: Graduation from a four-year college or university with a degree in Civil Engineering and a minimum of five (5) years of progressively responsible civil engineering experience with major emphasis in municipal drainage systems and roadway design. Ability to attain registration, within six (6) months of date of hire, in Texas as a professional engineer.

This position requires 100% on-site work. Must possess a valid Class C driver's license with a good driving record. Other state valid Driver's License equivalent to Texas Class C with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas driver's license.
