Job Title: Program Analyst - IT Strategic/Capital Planner - Key Personnel
Position Overview:
LinTech Global is seeking an experienced Program Analyst to support the Executive (EXEC) subtask of the IRS-CI TechOps program. This role serves in a Key Personnel (KP) role, responsible for aligning IT investment planning with enterprise goals, developing OMB-compliant capital investment artifacts, and supporting IT governance with a focus on performance, value realization, and mission alignment.
You are expected to work closely with IRS-CI executive stakeholders and federal leadership to drive business alignment and manage the planning lifecycle for key enterprise technology programs.
This is a remote role.
Job Duties:
Lead development and updates of IT Capital Planning and Investment Control (CPIC) artifacts, including OMB A-11 business cases, cost models, and performance metrics.
Support strategic planning initiatives aligned to Treasury and IRS goals, including input to TechOps strategic roadmap and performance framework.
Coordinate with Enterprise Architecture and Program Management stakeholders to integrate capital planning activities with "To-Be" architecture and modernization roadmap.
Monitor and track IRS-CI's IT investments in eCPIC and related federal reporting systems.
Drive the development and operationalization of Agile ceremonies, backlog management, release planning, and team-level coaching
Prepare executive-level briefings, investment updates, and value realization reports for leadership, Treasury, and OMB audiences.
Ensure investment alignment with Enterprise Lifecycle (ELC), Agile planning, and governance processes.
Serve as liaison between TechOps leadership, OCIO/Enterprise Governance, and PMAC/PPPM initiatives to advance multi-year investment planning.
Act as the Scrum Master for IRS-CI TechOps Agile teams and assist the Value Management Office (VMO)
Required Qualifications: Bachelor's degree in Business, IT Management, Public Administration, or related discipline.
7+ years of experience in federal IT capital planning, program analysis, or enterprise IT governance.
Demonstrated experience with CPIC, TechStat, eCPIC systems, and OMB A-11 Exhibit 300/53 preparation.
Proven success supporting federal IT organizations with planning, budget justification, and performance management activities.
Familiarity with federal IT governance, EA alignment and IT environments.
Excellent communication and relationship-building skills with federal leadership.
Certified Scrum Master (CSM) certification required
Clearance Must be able to obtain/maintain IRS MBI (Moderate Risk Background Investigation) - Public Trust
Preferred Qualifications: Experience supporting IRS, Treasury, or similar financial/federal law enforcement agencies.
Experience with ServiceNow, Power BI, or project portfolio management (PPM) platforms.
Knowledge of TOGAF, GAO Cost Estimating Guide, and federal acquisition lifecycle.
PMP or CPIC Practitioner certification.

The team works collaboratively with other departments that impact EMTC operations. ED patients are registered by Registration/Patient Access/Admission staff who report to the Director of Business Operations.
The EMTC provides medical screening and emergency care to over 120,000 patients and families annually with a wide range of problems. Presenting conditions are triaged and assigned to the appropriate treatment area utilizing the Emergency Severity Index (ESI) tool, which takes into account patient acuity and resources needed for management. Presenting conditions range from mild to life-threatening. Mild to moderate conditions include common pediatric conditions such as: common colds, rashes, strep throat, upper respiratory conditions, lacerations, otitis media, strains and sprains, etc. More complex to life threatening conditions include child abuse/neglect, sexual assault, behavioral emergencies, meningitis, sepsis, burns, acute medical, surgical and trauma conditions, anaphylaxis, respiratory and cardiac arrest. The EMTC can provide emergency stabilization and treatment of adults and arrange for transfer to the appropriate treatment site after medical screening and initial interventions. Medical screening exams and stabilization of any actual or potential life threatening conditions is provided regardless of age, race, sex, gender, color, ethnicity, national origin or ability to pay for services. The EMTC is able to increase resources as needed to meet large influxes of patients (medical alert, trauma state or phased response).
All nursing practice is based on the legal scope of practice, national and specialty nursing standards, Children's National Policies and Procedures, and in accordance with all applicable laws and regulations. The Professional Model of Care requires registered professional nurses to be responsible and accountable for their own practice. Children's National supports the development of RN relationships within the community; specifically those relationships associated with the health and well being of the community at large.
Unit Description
Emergency Medicine and Trauma Services (EMTC) is a tertiary care, Level 1 trauma center located on the first floor of the Sheikh Zayed Campus on Michigan Ave NW.
The EMTC-Sheikh Zayed Campus is comprised of six distinct patient care areas:
1. 36 ED patient rooms
2. Two Code Rooms (4 beds)
3. 4 bed area designed for psychiatric patients
4. 18 decontamination showers with ability to utilize psychiatric area for Decontamination Zone.
5. 6-bed Rapid Treatment Unit (RTU)
Patient and Family services are provided under a collaborative, shared leadership model. Organizationally the EMTC reports to the Chief Nursing Officer, Vice President of Nursing and operates within a multidisciplinary leadership team.
1. The Chiefs of the Division of Emergency Medicine provide overall medical leadership. Associate and Assistant Directors report to the Division Chiefs. The Director of Trauma & Burn Services collaborates with the Division Chiefs to assure appropriate care of trauma patients.
2. The Director for Nursing leads the nursing component of the leadership team and works collaboratively with the Division Chiefs and Medical Directors for oversight of EMTC operations and the shared leadership process . The SZ campus has three Nurse Managers who are responsible for day to day operations and work collaboratively with the Medical Directors to lead operations and performance improvement initiatives. Other members of the leadership team include Clinical Instructors, Clinical Educators, Shift Coordinators, Lead ED Technician, Clinical Program Coordinator for EMS and Base Station Coordinator, Psychiatry Clinical Program Coordinator, Program Coordinator, Finance and Quality Outcomes Coordinator.

Key Responsibilities
Mop tile and concrete floor areas and vacuum carpeted areas
Sweep, dust, scrub, wax, buff, and strip floors as necessary
Clean and disinfect restrooms, including but not limited to urinals, toilets, toilet seats, sinks, mirrors, fixtures, hand dryers, floors, walls, showers and locker rooms
Clean and disinfect breakroom and kitchen tables, sinks, counters, and refrigerator
Empty waste baskets and interior and perimeter garbage cans and place garbage in outside storage bins
Dust furniture, equipment, blinds, and light fixtures
Clean mirrors and interior window surfaces and surrounding areas

Clean and disinfect drinking fountains
Report damage and acts of vandalism and report and/or perform minor maintenance repairs
Use cleaning equipment, including electric floor buffers, commercial vacuums, wet mops, large wringers and other necessary equipment, tools, and supplies
Refill hand soap and paper towel dispensers and re-stock toilet paper as needed
Mix and use cleaning chemicals and products in accordance with instructions
Ensure cleaning materials and supplies are stored in a safe and orderly manner and an adequate supply is maintained.
Move and/or relocate furniture
Comply with all established general and industrial safety rules and regulations as applicable to the contract, facility and job assignment
