Senior Operator At Keller Water Treatment Facility ***ONLY PINELLAS COUNTY GOVERNMENT EMPLOYEES MAY APPLY*** This is advanced technical and supervisory work operating the Keller Water Treatment Facility (WTF) in accordance with Florida Department of Environmental Protection (FDEP) rules and regulations, Florida Administrative Code and Pinellas County policies and procedures. The Senior Operator is required to have a Class B water treatment plant operator license in order to properly supervise Class B WTF Operations. This person performs WTF operations, monitoring, maintenance and/or repair of treatment systems and related support systems; flow meters and chemical feed systems and collection and processing of a variety of samples. The Senior Operator will supervise staff, plant operations and make decisions that relate to the daily operational activities of the plant and makes decisions that directly impact the quality of the drinking water for Pinellas County Utilities customers. This person will also be part of the hiring team and will directly train and supervise all newly hired Water Treatment Plant Operators. The incumbent is supervised by a manager, Chief Water Plant Operator, or designee. This Water/Wastewater Plant Operator 3 (Senior Operator) position is located at: Keller Plant, 3655 Keller Circle, Tarpon Springs, FL 34688. Work Schedule: 8 a.m. - 4 p.m. or 4 p.m. - midnight or midnight to 8 a.m. Days off may vary from the traditional Monday through Friday. What Will You Do? Plans, assigns and reviews the efforts of assigned, subordinate personnel. Works with Chief Plant Operator to prepare and submit all compliance reports required (MOR, SWFWMD PSAR, FLOSS, Augmentation Report and various in house reports) Will serve as temporary or acting Chief Plant Operator when the Chief is absent for any reason. Coordinates with operators, maintenance personnel, engineers and contractors during any event that improves or impacts the WTF, Water Transmission System and remote Water Booster Stations. Coordinates with maintenance personnel and various utility representatives to resolve operational issues within the WTF, Water Transmission System and remote Water Booster Stations. This person could potentially report non-compliance events to FDEP or State Warning Point. Responsible for providing performance metrics and quality control on operational data. Responds to requests for information and complaints from the public in order to resolve complaints or provide information. Provides customer service and promotes positive public relations. Performs Quality Control and Quality Assurance on all operational data. Ensures efficient plant processes utilizing SCADA and Wonderware and/or other specialized software systems to ensure efficient operations; makes adjustments and/or dispatches crews to correct malfunctions and maximize efficiency. Reviews plans for construction or modification of facilities. Performs related work as assigned or required. What Do You Need? Must possess a high school diploma or its equivalent and at least 3 years' experience in the performance of process control including the performance of operational control tests and evaluation and interpretation of the test results; preparation of plant process control reports, logs or records and the MOR; analysis of the plant product and the residuals for the treatment process; and control of the water system and necessary chemical adjustments; sample collection and analysis; electronic surveillance system monitoring, and plant maintenance. Education or experience must include team leader, supervisory, or leadership training; or An equivalent combination of education, training, and/or experience. Additional Requirements Must have a FDEP Water Plant Operator Class "B" License (Chapter 62-699 & chapter 62-602 F.A.C). Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Records (MVR) driving report. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. Highly Desirable Associate's or Bachelor's degree in a science, technology, engineering, math, business or related field or schooling in these areas. Complex wastewater treatment plant experience (Chapter 62-699 & Chapter 62-602 F.A.C.). 3 years of progressively responsible experience in operating a Drinking Water Treat Plant, Water Transmission System and remote Water Booster Stations. Knowledge, Skills, and Abilities Knowledge of all applicable safety principals. Knowledge of regulations, able to assure compliance with all related Federal, State and Local rules and regulations including County policies related to supervisory duties. Knowledge of the capabilities and limitations of electronic computers, SCADA system, instrumentation and the integrated role those perform in water treatment. Knowledge of and ability to perform all required physical and chemical tests for process control and related mathematics. Ability to work independently, takes initiative in identifying issues, and complete necessary tasks. Ability to train, supervise, and delegate assignments to Operators on behalf of the Chief. Ability to express oneself clearly in writing, both technical and in evaluation of employee performance. Ability to analyze written material and use critical thinking skills to process information. Ability to listen, attending carefully to others in order to understand what they are saying. Ability to incorporate classroom and on the job training into work performance Ability to maintain a professional presence and adhere to ethical standards. Ability to demonstrate strong team skills, artful negotiation, and cooperative information sharing. Ability to plan/schedule appropriate priorities, be flexible, and recommend changes. Ability to communicate and keep all shifts and personnel informed about processes and problems. Ability to apply computer applications, SCADA, and software including Enterprise Asset Management software to produce reports, identify efficiencies, and other meaningful performance metrics.
